I provide independent research, writing and consulting services in international higher education, research and training. Most recently, I have become increasingly involved with issues of quality assurance in education and training, and in the recognition of both foreign and Canadian qualifications.

Selected principal achievements:

For the Department of Foreign Affairs and International Trade (DFAIT): helped develop Canadas international higher education policy and programmes, including the background paper on higher education (1993-1997).

For the World Bank: senior consultant and monitor, Romanian Higher Education and Research Reform project (1994-2001).

For the Canadian Information Centre for International Credentials (CICIC): assessed the implications of Canadas anticipated ratification of the Lisbon Recognition Convention (1997).

For DFAIT and the International Development Research Centre (IDRC): designed a university scholarship programme for Palestinian women refugees (1999).

For the Canadian Alliance of Education and Training Organizations (CAETO): An Overview of Foreign Credential Recognition Practice in Canada (2004)
