Fourth Quarter Consulting Inc. is a small management consulting
company formed on March 6, 2002. Incorporating as a Nova Scotia
corporation, it is primarily a vehicle for the delivery of
management consulting services by its owner/operator, J. E. (Ed)
Doucet, and a small number of mature and experienced
associates. Officially retired from the federal civil service
since April 18, 2001, Ed Doucet brings a rich and relevant
experience to his consulting endeavours, having held senior IT-
related posts with several government departments, in Ottawa and
in the regions.

The class of services offered can generally be grouped under the
management consulting tag. This implies the provision of
expert services, where the client engages the consultant for a
number of reasons: (a) an area of expertise cannot be covered-
off by in-house staff; (b) the consultant is known to possess a
particular skill; (c) the client has similar expertise but
requires another expert opinion; or (d) key client staff cannot
be made available for a particular assignment.

Under the management consulting umbrella, Fourth Quarter can be
