Mr. Bottrell is an independent consultant currently based in
Halifax, Nova Scotia, Canada. He specializes in consulting and
project management services involving advanced technology and
change management, and has considerable experience in the
management of large projects in both the public and private
sectors. Mr. Bottrell holds a Bachelor of Science in Industrial
Engineering from Kettering University, Flint, Michigan. He is a
citizen of the U.S. and Canada and has held NATO Secret
