Human Resources and Labour Relations Regimes and Frameworks

Aquila has assisted several organizations going through
transitions in human resources and labour relations regimes
including governance transitions. Aquila Inc. has worked as the
lead firm in advising senior management whose organizations have
become either Crown Corporations or Separate Employers. The
Aquila group of consultants has delivered strategic human
resources implementation plans, designed human resources systems
and provided complete labour relations representation. The most
recent are:

Treasury Board of Canada Secretariat Produced a report on
Modernizing the Labour Relations Regime for the 21st Century in
the greater Public Service. This comprehensive Aquila report was
provided with comments on the key issues and on the
recommendations raised in the Fryer report released on June 13,
2001. The Aquila report included suggestions and alternatives
drawn from the experience of the Aquila consultants and from
other labour jurisdictions. The Aquila report also includes, as
appropriate, the impact of the Fryer report recommendations on
federally-regulated employers, Separate Employers.

The Medical Research Council of Canada/the Canadian Institutes
of Health Research - Developing a comprehensive change
management Human Resources/Labour Relations strategy to assist
this organization in establishing its separate employer
structure under the Public Service Staff Relations Act;
providing strategic advice on all aspects of implementing a
modernized Human Resources/Labour Relations framework; providing
advice and input on the draft legislation, Bill C-13; developing
human resources policies and procedures including recourse.
Aquila is presently conducting the collective negotiations with
the Public Service Alliance of Canada and will provide
representation services before the Public Service Staff
Relations Board on bargaining unit determination.

The Canadian Tourism Commission - Development and implementation
of a comprehensive change management Human Resources/Labour
Relations strategic plan to assist this organization over a two
year period in establishing a governance structure as a Crown
Corporation under the Canada Labour Code. Management of all
aspects of implementing a modernized Human Resources/Labour
Relations framework from legislative development to the creation
of a new human resource framework including staffing,
classification, pension, health and dental plan, communication,
and Health and Safety.

Revenue Canada/Canada Customs and Revenue Agency Development
of a strategic Human Resources and Labour Relations
implementation plan to assist in the transformation of this
federal government department, with approximately 43,000
employees, to separate employer status under the Public Service
Staff Relations Act.

Treasury Board of Canada Secretariat - Development of two
generic Human Resources Implementation plans to assist moving
out of the Federal Public Service and being established as
separate employers under the Public Service Staff Relations Act
or as Crown Corporations under the Canada Labour Code.
